Researchers Dr. Martha Macedo de Lima Barata (Fiocruz) and Dr. Rosana Therezinha Queiroz de Oliveira (Fiocruz/UFF) carried out qualitative and quantitative research with the aim of assessing the adherence of Dara’s social methodology inherent to its Family Action Plan (PAF) to the public health promotion policy (PNPS, art.4º, 2015), through the application of the Health Promotion Programs Assessment Matrix
(Oliveira et al., 2017). Oliveira et al. (2017) developed a Health Promotion Programs Assessment Matrix, constructed using qualitative-quantitative and multidimensional indicators, based on the nine principles of the Health Promotion Policy: equity, social participation, autonomy, empowerment, intersectorality, sustainability, integrality, and territoriality (Portaria MS/GM nº 687/2015).
The Dara Institute has been working for over 30 years to promote health and human development through Social Technology: The Family Action Plan (PAF) is an integrated, intersectoral and multidisciplinary approach to combatting poverty. The underlying PAF methodology has been used to address the social determinants of health to improve health conditions, quality of life, and social transformation of vulnerable families, through actions taken proactively by each family to access their rights and ensure social inclusion, thus contributing to limiting social inequalities.
The result of examining the adherence of Dara’s Family Action Plan to the Health Promotion Programs Assessment Matrix underscored the PAF was in line with the nine core principles used in the Matrix, which confirms the effectiveness of its Social Methodology in terms of the country’s public policy to promote health.
